rpm -qf /etc/yum.repos.d/pgdg-84-centos.repo
will give you the name of the package:-
pgdg-centos-8.4-2
then remove that package:- yum remove pgdg-centos

Offline installation/Updation/Upgradation in ubuntu
Problem:- you want to install selinux in an ubuntu based machine which doesn't have a net connection
Solution:- go to an ubuntu machine have net connection ,and correct repository settings
and type the following command :-
sudo apt-get --print-uris --yes install selinux | grep ^\' | cut -d \' -f2
to get the following results:-

we can extend this procedure to up-gradation also:-
