Problem:- you want to install selinux in an ubuntu based machine which doesn't have a net connection
Solution:- go to an ubuntu machine have net connection ,and correct repository settings
and type the following command :-
sudo apt-get --print-uris --yes install selinux | grep ^\' | cut -d \' -f2
to get the following results:-

then download all these packages individually and take it to the offline machine and install it there
for downloading use wget , ex:-
sudo apt-get --print-uris --yes install selinux | grep ^\' | cut -d \' -f > offline.txt
then use wget, wget --inputfile offline.txt
we can extend this procedure to up-gradation also:-
for example:-
zodiac@gml-admin:~$ sudo apt-get --print-uris --yes upgrade | grep ^\' | cut -d \' -f2
to get:-
