the touch command can set a files mtime to a specific date and time using either d or t options. the d option is very flexible in the date and time formats that it will accept.
touch -t 200511051510 file1
touch -d 11am file4
touch -d "last fortnight" file5
touch -d "yesterday 6am" file6
touch -d "2 days ago 12:00" file7
touch -d "tomorrow 02:00" file8
touch -d "5 Nov" file9
